California Assembly Speaker Toni Atkins announced her new “Floor Team” today. These Assembly offices run the day-to-day business of the floor and are crucial to ensuring the house is run efficiently. For better context, the Assembly votes and passes on thousands of bills every year. If the Floor is not run in an orderly and predictable way, it could be mired in dysfunction, parliamentary motions, and hostile amendments. Plenty of theater but the people’s work would get bogged down. This highly visible team also shows the great diversity present in California’s Legislature with two African Americans, two Asian Americans, and two Latinos.
Some politics to note: Four members of the Floor Team are freshman: Chiu, Santiago, Low, and Cooper. The other three essentially moved up from Speaker John Perez’s floor team to newer positions. The previous Speaker Pro Tem was Nora Campos, who is now a senior legislator in her last term, either got promoted to chair a powerful committee or she will serve in other capacities.
We will figure out where all the chips fall next week when the Legislature convenes for their opening session and Speaker Atkins announces committee chairs.
