The quick background on this local school district reserve issue can be read in this Sacramento Bee or LATimes piece. Simply put, there was no language in front of the conferees and this was not in the January or May Revise proposals leading up to the debate. It is brand new and been “public” for maybe 48 hours. Really a perfect example of how broken the State’s budget process has become.

(Least) Favorite part is when Senator Nielsen finished grilling the Department of Finance and Legislative Analyst Office about the opaqueness of the proposal, DoF’s response is “this proposal is about transparency.” Yeesh. I feel bad for Keely Bosler, finance deputy, who appears to have been shoved in front of this oncoming bus.
